Development and proliferation of business incubators has generated an intense debate around their performance and usefulness between opponents and advocates of these organizations. Differing in perspectives, researchers have used different groups point of view to evaluate incubators performance. They have also limited their studies to particular type of incubators. Reviewing relevant literature in Iran and the world, this article has provided an integrated multidimensional framework to evaluation of incubators performance. The proposed framework suggests the performance of incubators can be evaluated in four areas: Management and staff, infrastructure, services and outputs. Performance in management and staff can be assessed in terms of management functions and learning and growth, in infrastructure in terms of location and space, and facilities, in service area in terms of business start up and business assistance, and performance in output can be evaluated in terms of business (companies), products (and/or services) and people. To evaluate each area of performance, generic measures have been derived from literature. The proposed framework can be used as a useful tool and a guideline to evaluate incubators performance by their managers, stakeholders and sponsors, particularly in Iran, in order to internal and external benchmarking and rising competition among and promoting competitiveness of incubators. مراکز رشد در کشورهاي توسعه يافته و در حال توسعه، ابزار مهمي براي توسعه کارآفريني و نوآوري تکنولوژيک، خصوصا در سطح شرکت‌هاي کوچک و متوسط، به شمار مي روند. ايجاد و گسترش مراکز رشد کسب و کار، بحث‌هاي بي شماري در زمينه عملکرد و مفيد بودن آن‌ها ميان موافقان و مخالفان به راه انداخته است. هر يک از پژوهش‌هاي انجام شده در اين زمينه، مراکز رشد را از زاويه‌اي نگريسته و براي ارزيابي عملکرد آن‌ها از نظريات گروه‌هاي خاصي استفاده کرده اند. به دليل تنوع انواع مراکز رشد در جهان، اغلب پژوهش‌ها مطالعات و مدل‌هاي خود را به نوع يا انواع خاصي از مراکز رشد محدود کرده اند. در مقاله حاضر، با مرور ادبيات ارزيابي عملکرد مراکز رشد در ايران و جهان، چارچوبي جامع با استفاده از معيارهاي جهاني عمومي ارائه شده است تا عملکرد مراکز رشد از منظر گروه‌هاي مختلف- مشتريان، مديران و کارکنان و مشاهده پژوهشگران- سنجيده شود. اين چارچوب پيشنهاد مي کند عملکرد مراکز رشد در حوزه‌هاي مديريت و کارکنان، زيرساخت‌ها، خدمات و خروجي‌ها سنجيده شود. عملکرد مرکز رشد در حوزه مديريت و کارکنان، ابعاد انجام وظايف مديريتي و يادگيري و رشد، در حوزه زيرساخت، ابعاد فضا و امکانات، حوزه خدمات، ابعاد کمک‌هاي ايجاد کسب و کار و کمک‌هاي کسب و کار و در حوزه خروجي‌ها، در ابعاد شرکت‌ها، محصولات و افراد ارزيابي شود. براي سنجش هر يک از ابعاد، معيارهاي عام از ادبيات موضوع استخراج شده است. اين چارچوب مي تواند به عنوان ابزار و راهنماي مناسبي براي مديران و متوليان مراکز رشد جهت ارزيابي عملکرد مراکز رشد در حوزه‌هاي مهم و بر اساس معيارهاي عمومي و خصوصا در ايران، براي مقايسه، االگوبرداري داخلي و خارجي و بهبود رقابت پذيري ميان مراکز رشد، به کار رود. http://roshdefanavari.ir/ar/Article/Download/20175
