Meanwhile, by identifying the critical success factors in starting-up and development of knowledge-based businesses, we can recognize necessary contexts for these targets and take steps toward implementing it. Accordingly, the main purpose of this research is identifying and prioritizing the keyactivities to be carried out by government in order to improve the process of starting-up and development of knowledge-based businesses. The method of this study in terms of purpose is applied research, and in terms of data gathering method is descriptive survey. The target population of current study included all knowledge-based corporations deployed in incubators and science & technology parks of universities in Tehran. To gathering required data for this research, the questionnaire has been used. Chi-squared test is used to data analysis, and Friedman’s analysis of variance is applied to ranking parameters. The results of this study revealed that improving the process of starting-up and development of knowledge-based businesses is possible throughgovernment’s some key activities which “financial supports of government” is placed on top of them. Hence, it can be said that the government should start broad efforts in this regard, and this issue should be considered by relevant government authorities. At the end, the recommendations based on the research results are presented. در زمینه‌ی کسب و کارهایدانش‌بنیان کمتر پژوهش کاربردی انجام شده است. از طرفی با شناسایی عوامل کلیدی موفقیت در ایجاد و توسعه‌ی کسب و کارهایدانش‌بنیان می‌توان بسترهای لازم را برای ایجاد و توسعه‌ی این شرکت‌ها شناسایی کرده و در راستای پیاده‌سازی آنها گام برداشت. بر این اساس هدفپژوهش حاضر، شناسایی و اولویت‌بندی فعالیت‌های کلیدی قابل اجراتوسط دولت در راستای کمک به بهبود روند ایجاد و توسعه کسب و کارهایدانش‌بنیان می‌باشد. اینپژوهش از نظر هدف کاربردی و از لحاظ نحوه‌ی گردآوری اطلاعات، توصیفی از نوع پیمایشی می‌باشد. جامعه آماریپژوهش، همه شرکت‌هایدانش‌بنیان مستقر در مراکز رشد و پارک‌های علم و فناوری دانشگاه‌های شهر تهران است. از پرسشنامه برای جمع‌آوری داده‌های مورد نیاز در اینپژوهش استفاده شده است. برای تجزیه و تحلیل داده‌ها از آزمون خی-دو و برای رتبه‌بندیشاخص‌ها از تحلیل واریانس فریدمن استفاده شده است. نتایج حاصل از پژوهش بیانگر اهمیت زیاد نقش دولت در کمک به بهبود روند ایجاد و توسعه کسب و کارهایدانش‌بنیان است، که این مهم از طریق فعالیت‌هایی که در صدر آنها حمایت‌های مالی دولت قرار دارد امکانپذیر می‌باشد. از این رو می‌توان گفت دولت باید در این راستا اقدامات گسترده‌ای را آغاز کند و این امر مورد توجه مسئولین دولتی ذیربط قرار گیرد. در پایان نیز پیشنهاداتی بر اساس نتایجاین پژوهش ارائه گردیده است. http://roshdefanavari.ir/ar/Article/Download/20537
