In this regard, identifying and analyzing the regulatory components and approaches as one of the main functions of digital economy governance is important, and it is necessary to examine the upstream documents to take into account the requirements and merits of the country's laws and regulations. Thus, the purpose of this qualitative research is to identify regulatory components and propose regulatory approaches for digital economy governance using the thematic analysis method. In this study, upstream documents were selected using the documentary method with a theoretical selection approach. Then, using the thematic analysis method and mapping to the main elements of the digital economy; primary, organizing, and all-encompassing themes were identified. Finally, the initial regulatory approaches for digital economy governance were proposed and compiled through the Delphi method and the opinions of regulatory and digital economy experts. The results of this research show the need for special attention to regulatory components including management and governance infrastructure, communication and information infrastructure, partnership and cooperation and international relations, security infrastructure, government digital services, digital platforms, basic hosting services, digital network services, data and content, application services, digitalization deployment mechanisms, and human resource empowerment</p> <p>ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ گستردگی زیست بوم اقتصاد دیجیتال و لزوم ایجاد و توسعه متوازن آن، ﻣﺄﻣﻮرﯾﺖ نهاد یا نهادهای تنظیم&zwnj;گری برای برقراری تعادل و توازن در بسترسازی اقتصاد دیجیتال و حکمرانی آن بسیار مهم است. در این راستا شناسایی و تحلیل مؤلفه&zwnj;ها و رهیافت&zwnj;های تنظیم&zwnj;گری به عنوان یکی از کارکردهای اصلی حکمرانی اقتصاد دیجیتال حائز اهمیت بوده و برای محقق شدن اهداف اقتصاد دیجیتال، نیازمند بررسی اسناد فرادست است تا بایسته&zwnj;ها و شایسته&zwnj;های قوانین و مقررات کشور لحاظ گردد. به این ترتیب هدف از این پژوهش کیفی، احصای مؤلفه&zwnj;های تنظیم&zwnj;گری و پیشنهاد رهیافت&zwnj;ها در کارکرد تنظیم&zwnj;گری برای حکمرانی اقتصاد دیجیتال با بهره&zwnj;گیری از روش تحلیل مضمون است. در این پژوهش اسناد فرادست با استفاده از روش اسنادی بررسی شده و با رویکرد گزینش نظری، انتخاب شد. سپس با به&zwnj;کارگیری روش تحلیل مضمون و نگاشت در عناصر اصلی اقتصاد دیجیتال، مضامین پایه، سازمان&zwnj;دهنده و فراگیر شناسایی شده و براساس آن مؤلفه&zwnj;های تنظیم&zwnj;گری تبیین شد. نهایتاً رهیافت&zwnj;های کارکرد تنظیم&zwnj;گری اولیه برای حکمرانی اقتصاد دیجیتال پیشنهاد شده و با انجام فرایند دلفی و نظر خبرگان تنظیم&zwnj;گری و اقتصاد دیجیتال نهایی و تدوین شد. نتیجه این پژوهش، ضرورت توجه ویژه به مؤلفه&zwnj;های تنظیم&zwnj;گری شامل زیرساخت مدیریت و حکمرانی، زیرساخت ارتباطی و اطلاعاتی، مشارکت و همکاری و روابط بین&zwnj;الملل، زیرساخت ایمن&zwnj;سازی، خدمات دیجیتال دولت، &nbsp;پلتفرم&zwnj;های دیجیتال، خدمات پايه ميزباني، خدمات شبكه در حوزه ديجيتال، داده و محتوا، خدمات كاربردي، سازوکارهای استقرار دیجیتالی شدن و توانمندسازی نیروی انسانی را نشان می&zwnj;دهد.</p> http://roshdefanavari.ir/en/Article/Download/49152
