Abstract :
The growth of technology, especially the nascence of the cyber space in all aspects of human life and governance at the global, national, organizational and individual levels of humans, has had tremendous effects, and the rapid advances in technology affect people's lives, making timely, effective and feasible policies Continuous evaluation and improvement in cyberspace is needed more than ever. The maturity level of cyber space policies can put a country in geopolitical isolation, geopolitical challenge or geopolitical evolution in the geopolitical world of cyber space, all of which show the necessity of comparative review and continuous evaluations of national and international policies. Therefore, in this research, while using comparative studies with the method of George F. Brady, we have studied and evaluated the strategic policies of the international cyber space of the Netherlands and the strategic document of the cyber space of the Islamic Republic of Iran. The predominance of the objectivist and bottom-up approach, limited and specific goals, short-term time frame and writing goals based on the challenges identified in the strategic document of the Netherlands has increased the ability of this document to be implemented, and in order to include the expected results, it is possible to evaluate The rate of achieving goals has become clearer. Therefore, in order to achieve the goals written in the document, it is proposed to design a comprehensive model for the evaluation of cyber space policies in order to continuously improve policies in this area and reduce the digital divide
