        The aim of this study is to investigate and identify the barriers to knowledge sharing at a high education institute as one of the necessary steps in implementation of the process of knowledge management at universities and HEIs. On the one hand, higher education is the base of development and the main focus of human recourses enrichment in societies, Therefore implementation of knowledge management in this field is one of the basic requirements and a powerful tool for improving knowledge-based societyS as one of the elements of country’s development vision. On the other hand, by changing the slogan “knowledge is power” to “knowledge sharing is power”, knowledge sharing and extending it in organizations, between organizations and different systems has become the main process and orientation inside organizations concerning knowledge management. Therefore creating a comprehensive vision concerning the challenges and barriers of knowledge sharing and a proper understanding of its facilitators in HEIs and universities seems necessary as a pre-requisite in reaching the goals of knowledge management in the field of higher education in the country. In this regard, 29 key factors in knowledge sharing process inside organizations in 5 main categories of human resources, organizational culture, structure, systems and technology and leadership strategies have been determined and as a case study, relationships between main factors and priority of each of the mentioned factors in 5 categories have been presented at Imam Javad University College.         Knowledge based economies are more strongly dependent on the production, distribution and use of knowledge than ever before. Output and employment are expanding fastest in high-technology industries, such as computers, electronics and aerospace. High-tech refers to technology that is at the cutting edge and the most advanced technology available. High technology industries and services are central part of knowledge-based economy, and one of the main economic indicators for measure the knowledge in economic. In this paper, we introduce the principles and indicators of high-tech industries and analysis effect of the knowledge-based economy variables (ICT, R&D and Education expenditures) on their production. We have developed a model of high-tech industries production. This model has been estimated for 48 countries in 2000-2007 with using GLS Panel Data Approach. The results of the analysis show a positive and significant effect of ICT, R&D and education on high-tech industries .Elasticity calculation shows one percent increase in R&D will result 0.48 present increases in high-tech industrial production, Also one percent increase in ICT will result 0.68 present increases in high-tech industrial production and finally one percent increase in Education will result 0.29 percent increase on high-tech industrial production. So we require a lot of attention to R&D, ICT and Education in program and policy development of high tech industries. Manuscript profile

        One of the most important discussions in recent decades is human capital. Human capital, or in other words, quality of labor or institutionalization of knowledge in human, increases production and economic growth. Although human capital has been discussed since the classical period in economics , modeling and presentation of national models of economic growth, in which, human capital is considered, captured the attention of researchers in recent decades. In classical models, production was assumed to be the function of labor and capital; however, the quality of labor or human capital must be also considered in this function as an effective factor. The impact of human capital and technological knowledge on economic growth is commonly accepted. This study aims to measure the impact of human capital promotion on economic growth in selected countries of OPEC. Economists have presented different indicators for measuring human capital, one of them is the amount of government expenditure on education. In this study, the growth rate of government total education spending, along with other influential variables (R&D expenditure, Investment) are analyzed through the panel data approach for the period of 1998 to 2007.The research results of this method, indicate that the impact coefficient of all variables are confirmed by theoretical bases, coefficients for all variables are significant, and human capital has a positive effect on economic growth. According to the research findings, improving human capital by increasing labor skills and capabilities, which leads to increase in productivity and production, along with enhancing research and development expenditure is recommended in order to achieve higher economic growth.         Globalization trend makes a transnational nature for scientific and technical capacities in the world and recognized as one of the main challenges of higher education in developing countries. This phenomenon by introducing a wide area in front of overseas education services, lead some developed countries toward direct foreign investment in education with the aim of scientific cooperation with other countries, improvement of manpower quality, access to skills in new places, students selection for internal universities, reduce costs, using a more liberal transaction and new investment environments. There are numerous stimulating factors to promote higher education over the world. One of these factors can be cited as the emergence of information communications technology. Geographical boundaries are eliminated by this technology so that applicants can achieve required education services from universities in another corner of the world. Thus globalization will be an opportunity only if the higher education units overcome their inefficiencies, otherwise the flood of globalization will attracts the applicants (students) and training providers (teachers and elite staff).         There is a great and considerable distance between todays china and the past china. From the first of 1978 up to now, the promotion of economic reform, and sustainable open door policies, was the main movement of changes in the chinas economy structure. Based on the government strategies, the Chinese economy had a good and controlled acceleration and improvement. After two decades of reform, in spite of important plans and policies in developing private sector, there is still some monopoly applied by the commonest party, and the education, Research and development plans still are under government control. China government has succeeded in absorbing huge amount of investment with the help of high technologies, foreign management, adjusting laws and regulations, applying incentive policies, using know-how and offering special facilities. From a pragmatic point of view, to achieve these goals in china, some projects and plans has been done such as special economic zones, developing science and technology parks and special training and research projects.         Nowadays, entrepreneurship and the related issues receive special attention in higher education. It is expected that after few years of study at university, the graduates have significant difference with people with no academic learning experience. Since it is essential to develop entrepreneurial competencies for leading people toward entrepreneurship, it is necessary to recognize and assess entrepreneurial competencies of entrepreneurial universities’ graduates. Accordingly, the aim of this study is to design a conceptual model of entrepreneurial competencies of entrepreneurial universities’ graduates. Entrepreneurial competencies can be studied on the basis of the following cases: components of entrepreneurial competencies, antecedents of entrepreneurial competencies, and outcome of entrepreneurial competencies. According to the results, entrepreneurial competencies are classified in six clusters including: personal and cognitive competence, communication competency, leadership and teamwork competencies, business creation and management competence, economic and marketing competence, and research competence. The mission of university as antecedents to competencies was categorized in three groups including: education, research, and support. Entrepreneurial intention was considered as outcome of entrepreneurial competencies. Finally and with regard to the aforementioned components, a conceptual model of entrepreneurial competencies of graduates, with antecedents and outcome was presented. Manuscript profile

        With the advent of the Internet and Coronavirus outbreak, e-learning environments and web-based learning, there has been a considerable growth and development in recent months and years, but this type of education faces many challenges. The most important of these challenges are the use of learning patterns, modeling student behavior, evaluating student support and feedback, curriculum planning, sequencing, and teacher support. One way to deal with these challenges is to find effective factors on accepting and improving the quality of education in learning systems, discovering rules and educational patterns, and using them to predict future outcomes. The aim of this study is to identify factors affecting the adoption of e-learning, based on the technology acceptance model. For this purpose, studies in this area were investigated. Variables such as computer self-efficacy, quality of content, system support, user interface design, technology tools and computer anxiety as factors affecting adoption of e-learning system were extracted. According to them, the conceptual model of this research was developed. In order to evaluate the model and relationships between variables, a questionnaire was provided to the users of e-learning system in Qazvin University of Medical Sciences. The results of data analysis by using structural equation modeling have approved authenticity of all hypotheses excluding the impact of technology tools on the acceptance of e-learning system. Findings of this research can help educational managers of university and related instructors with this system to encourage students making optimum use of the system by providing the necessary fields for the imposition of effective factors.         The aim of the present study is to investigate the role of virtual education in reproducing educational inequality during the Corona virus epidemic.. The research method is descriptive-analytical. Thus, in the first step, the challenges of e-learning in the country are analyzed, then the challenges in reproducing educational inequality in the Corona period are analyzed. The most important challenges of e-learning are distributing resources and facilities (spatial), the economic challenge, the gender challenge and the cultural challenge. Findings show that each of the challenges in the field of formal and public education has led to educational inequality. The challenge of distributing resources and facilities has led to lower quality of education in disadvantaged areas compared to the regions. The economic challenge has also created a class gap between deprived and privileged areas due to the low income level of people in deprived areas and the high cost of virtual educational aids. Gender challenges due to unequal use between men and women, most women have limitations in using e-learning. The cultural challenge is also due to the fact that the ruling classes have a larger share of cultural capital than other classes and are more able to deposit this type of capital in their children. The results show that the education system in the face of the challenges should consider measures and mechanisms, because until the challenges of advancing virtual education in the formal and public education systems are not addressed , educational inequalities cannot be eliminated.         nvironmental change, competition, and technology are among the factors that force organizations to continually learn and improve In response to this issue, "gamification" with a new concept and approach tries to attract the attention of businesses and various educational areas in organizations while emphasizing increasing participation and motivation of learners. In this research, to answer the questions and achieve the research goals, a qualitative method with an exploratory approach and using observation and in-depth interview techniques have been used. Also, for collecting research information, seven e-learning courses (from the in-service training series of the IRIB) have been observed by the purposive sampling method. In-depth interviews were also conducted with ten managers, officials, and experts of the General Directorate of Education of the IRIB. This study reviews the status of the possibility of entering gamification techniques in the in-service training IRIB and concluded that gamification in the in-service training IRIB doesn't have any proper place, due to the structure, conditions, Possibilities, benefits, and existence challenges in the General Directorate of Education of the IRIB, the proper design, and implementation of the technique gamification can increase the benefits and reduce the challenges of in-service training in the IRIB.         Considering the increasing movement of the country's organizations towards the full benefit of information systems, it is very important to identify the factors affecting the strengthening of these systems to improve the quality of service delivery. Therefore, this research has been carried out with the aim of investigating the effective factors on strengthening the infrastructure of information systems. The current research is applied in terms of purpose and descriptive-exploratory in nature. The research community is the government organizations of the country, and 10 people were selected to form the expert panel from among the experts who have the qualifications. Among the employees, 250 people were selected as a statistical sample by simple random sampling. The research method is a combination of multi-criteria decision-making methods (hierarchical analysis process), structural equations and fuzzy inference system. After extracting the dimensions and factors from the literature and the background of the research, the ranking of the effective factors in the form of five dimensions and 15 components was done using the multi-criteria decision making method. The results showed that the legal infrastructure has established the highest correlation with the infrastructure of information systems. Also, among the dimensions, the technological infrastructure is the most important. The results of fuzzy inference also showed that the most favorable state for information subsystems is 0.698 according to the available facilities, and the optimal combination for this state is achieved when structural factors are 0.724, organizational factors are 0.58, governance factors are 0.569, social factors are 0.707, and educational factors are 0.468. Therefore, in order to strengthen the infrastructure of the country's information systems, it is suggested that the officials focus on strengthening and developing structures and supporting technological innovations in the first step.
