        Today, access to more efficient private sector and improvement in business environment to provide the requisite context for active economic entrepreneurs' activity is considered as an economic strategy by different countries in the world. In this paper, we will study the ownership rights in MENA (Middle East and North Africa). This index indicates that Emirates with a score of 6.9 in Index LP, Israel with a score of 7.3 in Index LPR and Bahrain with a score of 8.1 in Index PPR are ranked first. Also in overall IPRI Index Qatar with a score of 7.3 is in the first place and Iran with a score of 4.3 is considered one of the last countries. The reason of deterioration and drop of 0.1% in Iran is related to political stability. Generally, Iran has the worst performance in the areas of political stability and the protection of patent and copyright. Authority of statue and juridical independence do not change compared to previous year, while control of corruption has decreased slightly and physical ownership right with a score of 5.5 is the strongest index for Iran.         Most of the nation’s economic power to dominate the regional and trans-regional markets depends on the knowledge and technology and its application in creating various products consistent with the current worldwide demand. The use of technology in production and export leads to increased competiveness strength and enhanced worldwide market share. This study investigates the effect of innovation on high technology exports of Iran in comparison to the selected countries mentioned in the vision plan during 2007-2012 in order to provide policy recommendations to achieve the vision plan goals and seriously addressing the economic sanctions. The results indicate a positive relationship between innovation and high technology exports in studied countries. Among the studied countries, the worst and the best performance on high technology exports respectively are Qatar and Turkey. Iran ranked second in the region on high technology exports and in the couple of innovation indicators (The number of patents and scientific and technical papers) but for the other indicators of innovation, the situation is not desirable. Despite the presence of young and graduated generation and the development of higher education, due to inconsistencies between macroeconomic policies and research and innovation policies and also the lack of demand-driven innovative activities, still Iran has not reached the top position in exports of high technology in the region. So to seriously deal with economic sanctions and to achieve Vision′s goals, it is necessary to adopt appropriate macroeconomic policies in order to create demand for the development of innovation activities.         Entrepreneurship is one of the most important and necessary strategies in developing and developed countries. But, the truth is that one of the fundamental steps for the development of entrepreneurship is its assessment. Entrepreneurship evaluation should be done based on indexes and global standards so that not only provides a clear picture to the status of entrepreneurship at the national level, But also, provides the possibility of measuring and comparing to the other countries in the field of entrepreneurship development. More than 95percent of the world GDP formed by the Members of GEM. GEM Programs are evaluated based on three indicators: "perceptions and entrepreneurial tendencies," "entrepreneurial activities" and "entrepreneurial passion". Among the 67 countries, Iran is ranked 30th based on Toddler entrepreneurs’ index equals to 11 percent. This index has increasing trend in the past five years, and its value is much greater than the other countries in Middle East. Also the Index of Entrepreneurial Intent in Iran equals to 28/22%, and our country is in 35th place among 67 countries. The Opportunity-oriented entrepreneurship index has grown among other entrepreneurial activity index, (from 5.67% in 1390 to 6.24% in 1391). This means that mandatory Entrepreneurship has decreased. Also the understanding of entrepreneurial opportunities index has increased from 32% in 1390 to 39/2% in 1391. Finally, for fear index of failure, Iran is in 39th place among 67 countries that shows the Iranian low-risk tendency for starting a business. Manuscript profile

        The main objective of this paper is employing main components of technology management to analyze and evaluate ICT sector situation in Iran compared with 35 selected countries. To this end, a conceptual model for technology management in ICT sector has been developed. Then a set of appropriate indicators have been determined and classified by expert panelists to measure core components and supportive components of proposed conceptual model. Considering proposed conceptual model and selected indicators, the cross section data was collected for 35 selected countries from official and widely accepted international reports and datasets such as WDI, ITU, etc. Finally, technology management components in ICT sector of Iran have been compared with 34 selected countries in terms of policy-making issues, facilitating innovation, research and development activities, human resources training, financial support, entrepreneurship enhancement and technology diffusion.         Technology parks were formed in 1960s as social foundations and as a part of the chain in knowledge - based development. From 1980s, the policy-makers pointed out to a sustainable development based on the technology infrastructure. Development of technology parks was promoted as part of this trend. As a result, there are currently more than 1500 STPs around the world. The development of STPs in Iran began since two decades ago and resulted in establishing a number of these parks. In some cases, challenges of allocating spaces, ambiguties in policies, poor funding, lack of rules and regulations, and bad strategic plannings have caused that some of theses parks are not successful in their goals and objectives. Sustainable master planning concepts for science & technology park sites prepares a way for sustainable design of research facilities. For the ultimate success research facility design it is critical that early master planning principles facilitate as many passive and sustainable techniques as possible. By using these techniques for science parks, the designers and science park managers will help to reduce costs, conserve resources, and reduce life cycle costs at the first stage, while providing a higher quality research environment. By reducing waste and planning for conservation of materials, the design team intends to improve the entire design and to build user processes. The outcomes show the reduction use of lands resources, and to reach a higher quality, more research productive facility and more money to devote to the core business of research. In this article, which is organized based on a descriptive analysis method, and an in-depth review on experiences from Australia and USA, we have attempted to analyse the master plan of those parks to evaluate the architecture considered to next figure out a proper trend relevant basis for development of STPs in Iran. In this view, essential factors such as scale, development process, accommodation and locality trend, space, are thoroughly assessed. Finally a case study was performed that investigates the master plan of KSTP from the point of view of regulations, specifications and key factors towards the success. Results obtained from this study can yield a framework for architecture and plan of STPs. The incubator performance assessment by indexes (IPAI) is a simple, interesting and effective method for measuring the performance index of an incubator. The system is based on changing the scope of performance of several indicators to fixed scales (metrics), weighing them and combining them. Strategic evaluation is basically consists of three basic activities which are investigating the principles of the companies or organizations strategies, comparing the ideal and real results and making improvements. This paper focuses on the second part to make sure that the performance adjusts correctly with the planning programs. This paper is going to introduce an index for measuring and assessing the level of technology improvement in Isfahan Science and Technology Town (ISTTs) Incubator and Science Park.         The main job for incubators is to assist start up businesses become successful and grown companies in order to reach them to a level to pay back the expenses spent for their supports and services. Thus, it is essentially important for each incubator to have good evaluation criteria, to increase success and also to find the best tenants. In this paper, the model for evaluation is presented and quantified according to the three categories of general (with 11 indicators), specialized (10 indicators) and economical criteria (with 6 indicators). The time intervals for evaluations are for 3 years with four quarters yearly. The data used are obtained from selfclaim, in the face to face meetings and also by data collection from different sources. The proper implementation of the data obtained and interaction between the companies will have a key effect on the success of the companies as well as the incubators. The purpose of this article is to introduce the Global Innovation Index (GII) and technology achievement index (TAI) and to evaluate Iran in these indicators. Our country has earned 120 through GII ranking in 2014. Previous studies reported of global innovation index show that our country has not been able to improve its position. Global Innovation Index is made up of 21 main variables that our country in the variable of higher education, research and development, knowledge creation and public infrastructure is better than other variables. It earned the lowest score In variables of political environment, experience and competitive, knowledge dissemination and knowledge in comparison with other variables. It means our country has good position in Input Components especially in high education but in Components of output has not good condition. Another indicator is access to technology; this index includes the creation of new technologies, release new innovations, diffusion of old innovations and human skills that in this indicator are member of intermediate these countries.         Today, in different countries, paying particular attention to entrepreneurship and foster entrepreneurship, and create a favorable environment for its development, Considered to be as a particularly tool for economic development in developing countries. The need of organizations to the phenomenon of entrepreneurship has been led to the creation of a certain territory of this concept that is called organizational entrepreneurship. As far as organizational entrepreneurship are transformed to one of the strategic approaches in organizations, to achieve high performance and great success. Choose this approach is effective for organizations when we can evaluate the results and provide organizational goals with proper management. So, having appropriate indicators to be used for the assessment of organizational entrepreneurship is very important. Therefore, this study seeks to identify appropriate indicators to evaluate the performance organizational entrepreneurship. For this purpose, after reviewing research literature, were extracted performance evaluation indicators, and with the help of the framework of EFQM Excellence Model, were classified in 9 categories. After refining the extracted indicators and removal of repetitive indicators, the 63 index that had remained, to determining the most important indicators, was placed in the hands of experts in the format of a questionnaire and Finally, by analyzing data obtained, were identified appropriate indicators to evaluate the performance. Results of present study, presented 29 indicators in nine criteria of: Leadership, Strategy, Employee, Partnerships and Resources, Processes, Products and Services, Customer Results, Employee Results, Society Results and Key Results; as the appropriate indicators to evaluating the performance of organizational entrepreneurship. Distribution network is an important part of a power system and nearest part to the consumers that should pay special attention to it. The aim of this study was to prioritize power smart grid technology with respect to the attractiveness criteria in Mazandaran power distributed company. So, the list of key technologies related to power smart grid was prepared. Then 9 criteria were identified. Questionnaire was designed to obtain the experts’ point about the status of each technology in every criteria. Saw is Multiple Attribute Decision Making model for weighing the criteria, determining the relative status of each technology, group decision-making and technology assessment. The results show that moment billing, wireless, load forecasting, energy costs calculating and software are the most important technologies based on the attractiveness in the Mazandaran power distribution company.         In the current decade, knowledge based economy is a popular term in the scientific circles of the country. This word has attracted the attention of many scholars and experts. The global index of knowledge based economy has four foundations, and innovation is one of these bases. In the area of innovation, Iran has less privilege than the global average. In order to promote the level of innovation and, consequently, the level of knowledge-based economy, using the global statistics in the field of knowledge based economy and innovation, in this paper first of all, we recognize the important input factors influencing the innovation and then we compare the status of these inputs with the global average. After identifying the weaknesses in the inputs, the status of these measures is reviewed in the Sixth Development Plan document. According to the findings, it was found that in the sixth program of development, only gross domestic product (GDP) per unit of energy consumption was pointed out, and no direct reference was made to other measures. Comparison of measures with the global average showed that in order to improve the output of innovation, the country needs to improve the level of research and development, knowledge workers, ICT and the political environment. But an organization, is capable of comete the others by not only having Competitive and powerful elements, but also having agility and valuable features. Attending to the agility criteria and improving Institutional Relations based on the organizational value system in required for any service organization and also a part of the necessity of this research. In this article a multi- criteria decision- marking model is used to rank General Commodities Suppliers Based on agility and core values. In this context, after reviewing literature, criteria’s “sensitivity and responsiveness to market, keeping and treasury, saving, serving, accuracy, care and self-control and justice” were identified. Result analysis shows that saving and care and self-control are the most effective values in selecting General Commodities Suppliers. After that Criteria’s “servant, justice, accuracy, sensitivity and responsiveness to market and keeping and treasury” were next in ranks, then by doing fieldwork appropriate weights for General Commodities Suppliers are reckoned and Based on that Superior supplier was chosen.         The technology development project is a type of investment project, and it is therefore important to identify the performance indicators for the correct investment. The purpose of this research is to develop the criteria for success in the development of technology and to obtain a thorough analysis of the effects of the criteria on each other in order to make the right decisions on the investment path. In this research, the criteria for success in technology development are identified and categorized by a new approach from the point of view of project, plan, and portfolio differentiation. For this purpose, after identification of the criteria, their significance was measured by Likert scale questionnaire and various statistical tests such as t-test. Finally, according to the main objective of this research in relation to examining the association between success factors in each level of the project, plan and portfolio, the internal connection of the criteria was analyzed using DEMATEL method. From the results of this research, it is possible to identify and categorize the success criteria in the projects, plan and portfolios of technology development, and to identify the most influential and most important criteria in each of the project groups, plan and portfolio.         Economic growth and development are among the main goals of economic policymakers, which have led them to always look for factors that accelerate economic growth. There are different theories in this regard, each of which is one of the factors influencing economic growth. One of the reasons for failure in the path of economic development is lack of a model for realizing economic complexity, taking into account the experiences of other countries. This research has been carried out for the purpose of a meta-analysis of research conducted in the field of economic complexity over the past few years. The statistical population of this research is the research on the complexity of the economy between 2011 and the end of 2017. Of the 35 studies reviewed, 22 cases have been identified for proper meta-analysis. These articles have been reviewed in two sections: "Meta-analysis descriptive findings" and "Qualitative assessment of articles". Descriptive findings include the time scale, the frequency of articles, the gender of the researchers and the geographical distribution of the authors and the level of the region studied (national, regional or global). In the quality assessment section, the articles are divided into three groups based on the "Blaikie" triple indicator, why and how they are categorized and analyzed. Then, by examining all the articles studied, the factors emphasized in economic complexity were extracted and in the end, considering these factors, a proposed model is proposed to achieve the complexity of the economy, which can be a way forward for managers and policymakers in the fields Economic and industrial. In fact, the critical success factors for each organization's bottleneck are achieving strategic interests. Key strengths and merits and weaknesses in these areas are known as bottlenecks. In this paper, a method is proposed based on the theme analysis, in which the critical factors of the cultural and artistic organization of the municipality of Tehran as well as the critical factors of the success of the regions are identified and elaborated. Then, during the design of the performance management system of the Tehran Municipality's Cultural and Artistic Organization, and as a result, the need to design key performance indicators and results, critical success factors as sources for extracting these indicators were considered by the researchers of this management system. In the results obtained, the factors influencing the implementation of innovative and effective programs, the delineation of the mission and cultural goals of the organization, the human resources system and reward system, the recognition of the cultural and artistic needs of the people of Tehran, the effectiveness of internal elements, increasing the influence of people in the city of Tehran And satisfaction of the audience as the critical success factors of the cultural-artistic organization of the municipality of Tehran were identified.         In today's world, the survival of every organization or company depends on its ability to compete with other organizations, and since innovation is one of the most important drivers of companies' competitiveness, is able to create dynamism, maintaining the survival of organizations; On the other hand, one of the challenges for every organization to innovate is financing, and since governments around the world have programs to support the small and medium enterprises and knowledge-based, the purpose of this paper is investigating the impact of government financial supports on the innovation of knowledge-based firms. In order to analyze this issue, the data of Iran Innovation Survey from 2012 to 2014 has been used. The implementation of the National Innovation Survey Plan has been carried out by the Vice President for Science and Technology in order to promote innovative and technological capacities in the country and transfer to a knowledge-based economy. The number of knowledge-based firms in this period was 1300 firms, of which 306 firms were selected from a random sample. The method of the present study is modeling of structural equations based on variance. SPSS and PLS software were used to analyze the data. The research findings show that government financial support has a positive effect on the process, marketing, and organizational innovations of knowledge-based firms, while these conditions do not exist for product innovation.         Science and Technology parks (STPs) and Technology Business Incubators (TBIs) are globally considered as effective centers to achieve development goals and promotion of R&D plans. These centers not only bridge the gap between universities and industry, but also facilitate the transfer of technology and knowledge by employing alumni population and accelerate the movement towards knowledge-based economic growth. On the other hand, the possibility of international communication between STPs and TBIs provides a favorable situation for scientific & technological cooperation between them and other similar centers and technology companies. Therefore, providing a comprehensive national picture of the overall situation of the STPs and TBIs in line with the policy making of technology in Islamic Republic of IRAN is important. According to the data collected until the end of July 2018, there are currently 36 STP and 83 TBI under non-STP organizations across five national regions. In this paper, the data collection was carried out via a questionnaire in partnership with the Rooyesh ICT Incubator and the Ministry of Science, research and Technology (MSRT).         TV shopping is a form of non-store business that, despite its remarkable growth and optimistic outlook, has more of its negative aspects. Consumers worry about buying a product from "anonymous" sellers without physically testing the products. Therefore, it is assumed that people may feel a certain degree of risk when buying a product online. Accordingly, the current study aims to assess the risk indicators affecting the behavior of television purchases in Iran. To have this type of purchase, was selected. In this study, a standard questionnaire was used online and the data were analyzed using SPSS software and structural equation modeling method in Smart Pls software. According to the research literature, 6 types of risks that could affect consumers' TV buying behavior were identified, and based on the results, it was determined that financial, operational and time risks affect shopping behavior. Based on the results, it can be said that the perception of risk in TV shopping affects consumer buying behavior and high level of this risk (s) can prevent the purchase of goods through this channel, so TV marketers need to be diligent in identifying, reducing and minimizing the risks perceived by the consumer by building trust and confidence.         Today, many countries look at the phenomenon of innovation as a tool for economic growth and development. The existence of many complexities in the path of creation to the application of innovation has caused many scholars to consider innovation in the form of an ecosystem. One of the reports that measures the innovation ecosystem in detail is the Global Innovation Index. This index examines different aspects of innovation by using seven pillars, each of these pillars has three sub-pillars and each sub-pillar has a number of indicators. With a history of 12 years in the report, Iran has gone through a growing trend, so that it has reached from the 120th rank in 2014 to the 53rd rank in 2022. The study of Iran's situation in various indicators shows that the country has a very favorable situation in the world in the education of university graduates, scholarly publications and domestic patents, while it has an unfavorable situation in the indicators related to the business environment and innovation collaborations. Due to the lack of data or not being up-to-date, Iran's situation in some indicators and sub-columns cannot be accurately cited. This point clearly shows that the policy maker must have an up-to-date internal database to evaluate the innovation ecosystem in order to adopt effective and flexible policies. Manuscript profile
