Knowledge Translation (KT) is the meeting ground between two fundamentally different processes: research and action. It knits them with communicative relationships. Knowledge translation is a dynamic and interactive process that includes synthesis, dissemination, exchange and ethically sound application of knowledge to provide more effective services and products and strengthen system. This is done through a complex system of researchers and knowledge users. Knowledge translation is catalyst for knowledge cycle in knowledge to action process. Utilization of observation and decision-making appropriate with field conditions that is proposed with knowledge translation is very useful in industrial researches. This research proposes a model for knowledge translation from research to industry (case study: A Defense Industry Research Center). By extending the concept of knowledge translation several models and structures are proposed that each one has a strategy to overcome the gap between what we know and what actually happens in practice. In this research we studied some of them and try to find an appropriate model. The proposed model has seven processes: research needs assessment, input to research, research processes, primary outputs from research, making a sample for taking customers endorsement, using product and final outcome. For data collection, interviews and questionnaires were used. The population is consisting of experts, managers and Defensive Research Centers researchers who are familiar with knowledge translation issues. Manuscript profile

In recent years, many companies have integrated the activities of customer relationship management with knowledge management together as one concept. In fact, the principal reason for the mentioned integration is that the knowledge management plays a key role in the customer relationship management. The potential of bilateral relationship between these two fields and also the critical function of knowledge management in success of customer relationship management, has attracted the attention of researchers to this matter recently. The term of “customer knowledge management” is the combination of knowledge management and customer relationship management. The customer knowledge management requires applying different approaches through considering wide variety of key variables in these fields. The considered key variables for each customer knowledge management model are different according to its model. Generally, many models have been presented for customer knowledge management, including conceptual, process and system model. In this paper, we intend to develop process model which achieved from combination of business engineering model, six business processes based on customer relationship management systems, and four aspects of knowledge management in principle business activities, namely marketing, sales and services. Today, organizations are in a dynamic and competitive environment and increasingly need for bolstering up their innovation capabilities by attention to valuable knowledge and power ofcreation and use of it. Knowledge management is very important in any organization, because organizational innovation does not evolve without dynamic and collaborative knowledge management. Traditional knowledge management systems have been trying to capture formal explicit knowledge management. They could not be successfull in unlocking tacit (implicit) knowledge in the minds of employees. Today, knowledge management 2.0 is based on web 2.0 with enphasis on socialization, collaboration and interaction between people. It tries to capture the largest and most valuable distributed database in any organization, implicit knowledge that is stored in the mind of employees. Each organization which is based on knowledge management 2.0 and social capital, is called an organization 2.0 (enterprise 2.0). It obliterates official controlling and hierarchical order and focuses on socialization and collaboration of mass employees for organizational innovation through social networks. This paper tries to introduce implications of web 2.0 on organizational transforming arising by creation of knowledge management 2.0 in organization 2.0. It assists managers in understanding the leverage roll of social knowledge for development of organizational innovation. Manuscript profile

In today’s competitive market, companies must work closely with their customers and suppliers if they want to survive and improve their own performance and to provide a better response to market forces. In a typical supply chain, information flow is more important than the other two involved flows including material flow and cash flow. It can be lead to enhance organizational knowledge. The main purpose of the research, is to identify, analyse and improve the performance of an assembly line using simulation techniques. Many factors, such as setup time, operating time, failure rate, repair rate, and production rate, can cause data to be non-stationary. Therefor, in order to analyse such complicated systems it is necessary to apply simulation techniques. The most important properties of an assembly line including bottlenecks, cycle time, buffers capacities, and the number of finished products in a given time period are investigated in the research. After data gathering, and building an appropriate simulation model, the simulation experiments were done with Enterprise Dynamic software. The simulation model is implemented and tested against real-world data and is demenostrated by a numerical example. Then, the bottlenecks and performance measures including throughput time and waiting time are identified and analysed in order to develop a new scenario in which opportunities for improvements are presented. The results show significant improvements in terms of reducing waiting time and increasing efficiencies. Manuscript profile

Nanotechnology plays an important role in the scientific, economic, and political development of countries, so that adapting to today's dynamic world and becoming the leading power in the Middle East and a pioneer in this field is subject to the acquisition of nanotechnology and the related knowledge. One of the short-term, urgent and effective methods for obtaining knowledge and technology concerned with nanotechnology is technology transfer but despite its outstanding importance, little attention has been paid. On the other hand, in extraordinary circumstances imposed by the sanctions against Iran, the urgency of this issue increases, since the technical and knowledge interactions under sanctions are harder and more complex. Also, the possibility of complete transfer of knowledge and technology, especially in the field of high technologies such as nanotechnology decreases. Therefore, this study has aimed to design a customized model for Iran to facilitate making accurate and wise decisions about transfer of nanotechnology and the knowledge associated with that technology. To achieve this goal, three basic steps have been taken. First, eighteen major factors influencing the transfer of knowledge and technology of nano has been identified. Then, these factors have been weighed. Finally, they have been categorized into five clusters that are: 1. Technology source, 2. Technology receiver, 3. Technology process, 4. Technology nature, 5. Technology environment. It is notable that this classification has been based on open systems approach. Manuscript profile

In a knowledge-based economy, products and companies live and die on information and the most successful companies are the ones who use their intangible assets better and faster. Organizations are aware that knowledge is their most valuable and strategic resource in the present business environment. Knowledge management and intellectual capital approaches have become critical for universities, mainly due to the fact that universities’ main goals are the production and knowledge dissemination. Managers know they have to manage the process of learning and measure its outcomes and knowledge-based organizational resources, if they want to be competitive. Intellectual capital (IC) is a new approach which helps us face with barriers and problems of higher education system. It is the key successful element for knowledge-based organizations such as universities-. The managers of universities have to identify their IC, measure and manipulate it effectively. However, in the past few years, the problem of quantifying and accounting the value and explaining the components of the organization’s intellectual capital it has been questioned. Thus, this research tries to present indicators to measure structural capital (as one of the main parts of intellectual capital) by reviewing different frameworks in this field. At the end, we identified three Dimensions including Infrastructural Capital, Research and Development Capital, Knowledge Infrastructural Capital, using eight components and 50 indicators to measure these parameters. The master key of the world today is the creation of value. The entry approach to the today’s business world is technology and the master key of the technology is commercialization and value added created by it. Commercialization is the conversion process of the new technologies to the commercially successful products. Commercialization is containing different arrays of technical, commercial and financial process which converts the new technology into the useful products or services. In other word, commercialization of research findings is the link between technology and market and the focus of it is on the end rings of value chain. Since delivering a product to the market can be the guarantee of organization success and survival, commercialization, the technical knowledge is known as a vital factor. In research organizations, research doesn’t have meaning without product commercialization. Because producing or testing an idea seems useless without access to the product special customers. In order to apply the concept of commercialization in organizations, it’s necessary to be familiar with the commercialization models. A classification of commercialization models are classified into two categories: linear and functional. Due to the importance of linear models, in this article after checking the concept of commercialization, we will check the most important commercial linear models. These days, high growth and rapid changes in technology on the one hand, and the utilization of new approaches emerged in the economy and management literature on the other, make knowledge resources become more important than other organizational resources. This viewpoint is based on two main sources; one of them is IT resource and the other is human resource. This kind of attitude to these sources leads to two different approaches of knowledge management: one is related to IT resource and the other is related to human resource. In the investigations about the causes of failure in the most knowledge management projects in knowledge-based organizations, human resource and IT resource approaches are studied separately. In this paper, by these approaches, not only has been the causes of failure in knowledge management projects investigated, but also the importance of these approaches has been studied, too. The study shows that the technology and its benefits cannot be ignored. At the same time, for making organizations less formal, non- technological resource (human resource) management should be at the helm of management priorities. In order to use technology advantages while avoiding its disadvantages, organizations' knowledge resource management should pay attention to the alignment between its technology and human resources. Furthermore, studies show that network infrastructures (extranet, intranet and internet) can provide a proper environment for human resource management. Manuscript profile

Knowledge based firms (KBF) play essential role in technology development, economic prosperity and job creation. The formation of these firms depends on practical ideas of entrepreneur engineers. But most of these entrepreneurs are young graduates who may not have the leadership skills and knowledge required for leading new firms. In KBF engineers design and build things that meet the needs of customers, beneficiaries and ultimately the society. These tasks can only be accomplished by the concerted action of many people aligned and rallied by effective leadership. On the other hand, when faced with many problems in KBF’s initial years, however, many of these firms fail to sustain themselves and fall in to bankruptcy with a high rate and one of the most important factors of these failures is leadership. In this study, based on the engineering approach, a special attention has been paid to the leadership. In this approach, technical abilities and leadership, describe principles of "engineering leadership". By this method, KBF can achieve their targets through the proper rout. On the base of "engineering leadership" approach, this study shows leadership skill training plays a main role in the success of KBF. In addition, this paper suggests to KBF managers a contingency sight to select the best leadership method and proper organization structure based on teamwork for KBF success. Manuscript profile

Evaluating the performance of the knowledge-based companies settled in science and technology parks is one of the criteria for determining the success rate of these STPs. Promoting the necessary skills in STP managers through the implementation of real and operational performance assessment systems is the best way for fulfilling this goal. The STPs mission could be achieved through a n integrated chain from research to production. Removing the gap between scientific and research ideas into products and services, directing the knowledge-based companies, meeting the actual needs and providing value-added services to the commercialization stage are the major missions of technology parks. The existence of a model for analyzing the role and the status of effective factors through assessment process is considered as one of the important measures for developing science and technology which has been paid less attention in Iran today. Therefore, there are different items used in assessment procedure including gaining some statistics on technology level, the relationship between the components of science and technology system, the status of intellectual property, cooperation methods between higher education and research centers with industries and organizations, diversity of financial resources and the rate of incomes, attracted investments, the scope of providing services and products, the number of customers and many other factors which are considered in a k-based company as key factors. This paper intends to investigate and present the best assessment and effectiveness evaluation model together with the performance of k-based companies mostly obtained based on the tacit knowledge through ISTT experiences. The objective is to localize executive processes in accordance with the cultural and social structures in Iran. Manuscript profile

Knowledge Management and Human Resources Management are two significant fields in Organization Management. Despite the vast literature available on each of them, their putting into practice is indeed challenging. On the one hand, Knowledge Management is considered as an additional work procedure in some organizations mainly due to the intangibility of the value which it adds to the system in the short run. On the other hand, in some other organizations, Human Resources Management is reduced to personnel management and handling the employees official tasks. Therefore its principles such as employees' performance appraisal, leading in most cases to the achievement of organizational goals, are exploited as a means for either encouraging or punishing the employees. This research aims at defining a framework, through studying the different aspects of Knowledge Management and Human Resources Management, in which these two fields interactively produce a combinatory system which helps them effectively flourish and brings about their overlapping so that they can compensate for each field's deficiencies. The best way to achieve competence in global market is through planning and upgrading core competencies. Not only will the knowledge economy change the experience of workers, but organizations and countries must also rethink their economic strategies. How well an individual, an organization, an industry, a country does in acquiring and applying knowledge will become the key competitive factor. An organization with a good sense of KM has the potential to create significant value, but only if it is linked to its overall strategy and strategic decisions. Knowledge management (KM) is the latest strategy in increasing organizational competitiveness. The concept of treating organizational knowledge as a valuable strategic asset has recently become extremely common. KM efforts have been primarily focused on developing new applications of information technology, complemented to a lesser degree with implementing new organizational forms. The link between knowledge and business strategy has basically been overlooked. Thus KM has unfortunately developed into a matter of information technology primarily, followed by one of organizational behavior with business strategy generally not even considered. The purpose of present paper is to identify the relationship between KM and the firm's competitive advantage. In the first section the pertinent literature related to knowledge management and its impact on the competitive advantage of the firm was examined. Then the Porter's (1979) five forces model and Wernerfelt's (1984) Resource-based view of the firm were reviewed. In the next section the link between KM and strategy formulation by drawing on the resource-based view of the firm is addressed. In the last section the strategic reference points (SRPs) theory has been introduced and applied for classifying the KM strategies. Manuscript profile

This paper explains the nature of integration between knowledge management (KM) and Business Intelligence (BI). There has been some confusion as to the relationship between KM and BI. BI mainly focuses on explicit knowledge, but KM encompasses both tacit and explicit knowledge. Both of them promote learning, decision- making and understanding. KM influences BI through organizational knowledge creation, knowledge transfer and learning. Therefore, this paper defines BI as a part of KM by evaluating importance of their integration. As this relationship improves right decision-making in organizations and their performance because of the rise and fall of the economic environment, enterprises need to adjust their policies and strategies rapidly in order to respond to sophistication of competitors, customers and suppliers. Management experts have considered knowledge management, in the course of the past several years, as a managerial solution and have recommended, to the managers, the application of its tools for increasing the enterprise efficiency. This point should be also mentioned that prior to the current development of knowledge management literature, knowledge management existed in enterprises in traditional ways. Definitely the effective development of new knowledge management tools in these enterprises must be firstly based on the same traditional tools, in order to improve them, and secondly these tools must conform to the enterprises' structure- and also the elements of this structure. One of the most crucial elements of this structure is technology level; however, it is needless to mention that knowledge management tools for low-tech enterprises are different from those for high-tech enterprises. The admission process in ISTT, which has been formed during 6 years, is performed based on three key factors that have been defined in this paper. These factors include a business plan, a technology-based business idea, and the entrepreneurial team. The initial admission process that was done based on trial and error, is now consist of information, negotiation and interview, filling the forms, consultation, correcting the forms, submission of documents, initial investigation, determining the judges, technical and economic interviews, filling the judgment forms, second investigation, analysis and final decision-making in admission committee. The Admission Committee practices the policies defined by ISTT's scientific council and leads the companies toward ISTT objectives. In all stages of admission and assessment process, there is an atmosphere of training and improving, instead of only competition and selection. Even those companies that will not be accepted in the admission process, they will learn and be guided to remove their shortcomings. In most cases the view of all the members of the admission committee are similar and at the same level, and this makes the final decision making easier. The presence of two judges, one with a technology approach (scientific), and the other with an economic approach (familiar with market), among the members of the committee is a determining factor in selecting applicants for settlement in the incubator. Although this current admission trend is based on the general global experiences of other incubators, it has not drawn directly from a single model. It has been completed gradually based on the realities and conditions of the region Manuscript profile

In knowledge based economy, the most successful enterprises are the ones who efficiently utilize their intangible knowledge capital. It is also considering that the term "Knowledge based enterprises" refers to enterprises that use their knowledge capital in order to compete against one another. In knowledge based view, profit is the result of commercialization of new ideas and innovations. In this respect, managers of knowledge based enterprises realize that their knowledge capital extent of their enterprises play a vital role in their business continuance. However, in practice managers usually are not aware of the value of knowledge capital or do not know how to measure it. Moreover, Knowledge capital analysis is not considered in the annual reports and balance sheets, leading complications for the managers to estimate its quantity and quality. It is also considering that the issue has also international importance in addition to its obvious internal significance. According to the latest studies, the major challenge that knowledge based enterprises (especially new born enterprises) face in the resent years has been the requirement to attract financial resources. Moreover, since most of the results and consequences of knowledge based enterprises are intangible knowledge outcomes, the requirement of communication with stakeholders and investors emphasizes the need of external knowledge capital reporting. In this respect, modeling and involving a good arrangement for reporting knowledge capital seems to be essential. The current paper includes a practical structure for reporting knowledge capital in knowledge based enterprises, using the ARC model Manuscript profile

According to definition, knowledge based economic development is creating value in society by means of wisdom, knowledge and technology. Some infrastructures for commercializing research outcomes and facilitating technological exchanges are required in order to form a system for getting to this point In other hand, Technology Clusters are geographic concentrations of interconnected knowledge-based and innovative companies who work closely with each other, local suppliers, infrastructure providers, educational institutions, and other relevant agencies. Cluster-based development is based on the premise that a company (and their region) can realize higher levels of competitiveness when it looks beyond its own limited capacity and strategically partners with other companies and support institutions to address challenges and solve problems that it is unable to solve when operating as an isolated entity. It is an approach that encourages companies who compete to come together and identify ways in which they can cooperate to their mutual benefit This paper, with a review to basic concepts, presents the main components and requirements of technology clusters along with a compatible model to use it more effectively for commercialization of technology and R&D outcomes in Iran. The experiences of the experts are the most important sources of knowledge and institutional training. Sometimes it is hard or impossible to describe tacit knowledge. Experts are very busy and valuable people. The separation of their work for the process of acquiring knowledge, should not be long. Acquisition of tacit knowledge is costly and time taking process. In large organizations, experts are not centralized in a building or a city. Knowledge users may also have broad geographical scope. The techniques of knowledge will not be able to have a performance alone. So, to increase the efficiency and effectiveness of the Organization's knowledge acquisition project, storytelling and the scenario techniques for the acquisition and dissemination of experiences of experts are combined. With the compilation of the necessary requirements in order to create a model based on storytelling, validation of the proposed model is outlined. There is no research on effective parameters and system requirements for the acquisition of experience. Therefore, to implement the model these features must be described and prioritized. Increase the efficiency of the knowledge techniques, create the model comparison system, gain experience and increase the participation of experts and other agents of knowledge in organizations, are the results of this research. This model suggests the structured acquisition of tacit knowledge. Manuscript profile

Creativity appearance in organizations surprisingly affects in successful solving of problems, their survival, and reaching to desirable point of competitiveness and industrial productivity. In one side industrial organizations with decentralizing approach from organizational structure in the form of giving authority from managers to lower levels are going to reach to economical efficiency, creativity and finally to a higher productivity. In this article looking at Hanson Theory about decentralizing strategies, we have identified equifinality (using different technologies, methods, and resources for reaching to a creatively predetermined and great result) as a loosely strategies of decentralization. Considering researches have been done in a context of creativity and equifinality as a Decentralized Management Approach, we can see lots of researchers referred to the importance necessity of this phenomenon as a one of open system characteristics to intensify creativity, competitiveness’ prosperity, and productivity. But a comprehensive research has not been observed in related with correlation of creativity and equifinality in industrial organizations’ subject in a special case. In this research with using content Analysis method, a new category of equifinality usages in organization that causes creativity results, have been attempted to represent by surveying the past studies in relation with “decentralized management and equifinality” and “equifinality and creativity”. With revision and surveying the theories of different researchers in relation with the subject of decentralized management, equifinality and creativity, research's result subdivided in two dimensions accompanied with its components namely “equifinality and work process”, and “equifinality and structure”. Open innovation represents an emergent paradigm, which organizations must become familiar with and apply it in practice sooner or later in order to survive and prevent their failure. Factors such as diffusion of knowledge, increasing costs and complexity of R&D, the shortening of the technology life cycles, the growth of venture capital and presence of knowledgeable suppliers and clients, have weakened the close innovation paradigm. So, self-sufficient, inward focus, monopoly of knowledge and capital investment on internal research, does not create competitive advantages for organizations any more. In open innovation era, organizations make use of both internal and external resource of knowledge to drive their innovation processes, also search different internal and external ways to develop their markets. With regard to inescapable deployment of open innovation, now the question is what items should be considered by organizations in the shift from close innovation to open innovation? In other words, what are the requirements for implementing open innovation approach in organizations? This paper will answer the question by review of pervious research to identify and describe dimensions which could lead organizations in order to implement open innovation. These dimensions which named “the requirements to shift from close innovation into open innovation” and presented in conceptual framework of paper, are: networking, open innovation processes, organizational structures and knowledge management systems. Organizations should notice these dimensions interact each other, so change along one dimension will impact on the others. Manuscript profile

The purpose of the present research is identifying factors that influence the success of knowledge management systems in organizations in resistant economy conditions. Currently we face the problems of asymmetry of information and asymmetry of information in different sections can set grounds for increasing corruption and damage to resistant economy. Measures to reduce the asymmetry are necessary to be thought of. One of the strategies is using knowledge management systems. However, according to limitations appeared during the sanctions, successful implementation of these systems has faced some barriers. Therefore, identification of factors that lead to successful implementation of knowledge management systems can be very influential because, whether during the sanctions or after them, attempts should continue to be made in the field of establishing resistant economy. Hence, by reviewing various studies conducted in the field of knowledge management, 15 variables have been identified. In order to check the hypothesis, a researcher-made questionnaire was used whose validity was calculated by Cronbach’s Alpha to be 0.81. In order to test research questions, SPSS Version 18, MATLAB, TOPSIS and one-sample T-test were used. Research results showed that all variables were identified to be influencing the success of knowledge management systems in resistant economy. Information technology infrastructures had the highest importance and periodical evaluations had the least importance from among the 15 variables. Manuscript profile

In the current decade, knowledge based economy is a popular term in the scientific circles of the country. This word has attracted the attention of many scholars and experts. The global index of knowledge based economy has four foundations, and innovation is one of these bases. In the area of innovation, Iran has less privilege than the global average. In order to promote the level of innovation and, consequently, the level of knowledge-based economy, using the global statistics in the field of knowledge based economy and innovation, in this paper first of all, we recognize the important input factors influencing the innovation and then we compare the status of these inputs with the global average. After identifying the weaknesses in the inputs, the status of these measures is reviewed in the Sixth Development Plan document. According to the findings, it was found that in the sixth program of development, only gross domestic product (GDP) per unit of energy consumption was pointed out, and no direct reference was made to other measures. Comparison of measures with the global average showed that in order to improve the output of innovation, the country needs to improve the level of research and development, knowledge workers, ICT and the political environment. Nowadays Knowledge-based and Knowledge-driven enterprises are assumed important organizations for moving toward knowledge-based economy. But knowledge-driven organizations are facing multiple crises in job/work design, reengineering process, organizing activities to increase efficiency. The one that stands out and greatly affects the organization is the maximum amount of work that an organization is capable to complete in a given period. Managers want to know how they can improve productivity in an organization. To do this without the slightest fault, organizations must have mechanisms to help increase their level of awareness. One of those mechanisms involves finding indicators to assess the organizational effectiveness in a strategic way. One of these indicators is organizational awareness that can help to increase revenue and profitability by establishing competitive advantage. Organizational Awareness includes the ability to identify who the real decision‐makers are and the individuals who can influence them, and to predict how new events will affect individuals and groups within the organization. This paper aims to introduce a method to assess effectiveness and organizational efficiency as a tool for achieving organizational awareness. The most important methods to evaluate effectiveness is called Global Organizational Effectiveness Index Subsystem (GOEIS). GOEIS can be used to compare execution to planning, in some defined areas, to verify if the proposed objectives of the organization are being met or not. This effectiveness index is suitable to improve management and performance while increasing effectiveness and organizational awareness. Manuscript profile

This article examines the relationship between company orientation(entrepreneurial orientation and market orientation), internal control systems and new product development. Different researches results provide valuable insights on the role of the company orientation in New Product development. Entrepreneurial orientation helps the companies to have personal control in order to have great improvement in new product development activities .on the other hand market orientation emphasis more in output control than personal control in new product development. Manages in firms that emphasize output controls are evaluated and rewarded on the basis of objective financial criteria. Personal control on the other hand, focuses on long-term performance rather than short term financial targets. Generally personal control requires more time and has a higher coordination cost than output control. In recent decades, companies consider new product as a source of competitive advantage and means of anticipating the competitors. Some marketing research have found the relationship between market orientation and new product development. The goal of market orientation is to satisfy current market needs, rather than to develop new products targeted at emerging new needs. Some researchers criticize market orientation ,They suggest that entrepreneurship orientation must replace with market orientation. Some researches focus on one of the orientation , on the other hand they ignore the role of internal control systems as a mediating variable . Therefore we survey this subject completely. The main aim of this paper is to identify the knowledge elements that play a crucial role in the internationalization process of companies. Reviewing research literature shows, Companies that use the two-dimensional model for business knowledge divide knowledge into two dimensions: explicit or tacit nature, and the nature of the codified or uncodified. This model states that the tacit knowledge is difficult to transfer to others, while the explicit and uncodified knowledge component is the simplest form of knowledge for transferring to others. The statistical population of the study consist of managers and experts of the foreign trade sector (export and import) of companies that were present in international markets. For this purpose, 104 companies were selected from among five different types of business in East Azerbaijan province, and for data gathering, questionnaire was applied. Findings show that all variables of individual competency of employees, organizational beliefs and habits, and corporate procedures are related to the degree of internationalization. However, the strongest link between internationalization and various elements of business knowledge was identified in the field of organizational beliefs and habits, and individual competence of employees. This paper examines the concept of digital divide at the global level and within the countries level. To this end, we have been studying and analyzing research on digital divide in different countries and using international statistics. The research results show that the digital divide is a broad, complex, multidimensional concept and beyond physical access to communication technologies. The digital divide, which is posed in two spheres, first international and among different countries and within the countries , can occur at four levels of access gap, gap of use and motivation, knowledge gap, and production gap. The lack of physical access to an ICT area creates an access gap between people in that area and other areas. The use and motivation gap occurs when, despite the availability of computers and the Internet, many of the population groups do not use these facilities due to lack of motivation and sufficient income. The gap in knowledge lies in the level of technological literacy and the ability to access appropriate online content and services. The manufacturing gap explains that, despite being interactive and participating in the content of new technologies, it remains far between the number of content producers and consumers. Also, the digital divide is a dynamic phenomenon, so that when the digital divide fills up at one level,at the other level, another gap is created. At the end of the study, a model is proposed for the study of the digital divide levels and the variables involved in it. Manuscript profile

Cloud computing is a concept introducing in the world of information technology recently, and provides an environment for sharing sources. In this environment, an efficient and effective scheduling system plays a fundamental role. Hence, the problem of scheduling tasks in cloud computing is a very important issue, which tries to identify an optimal scheduling for performing tasks and allocating an optimal source. The purpose of this research is to provide a new hybrid model for optimization of scheduling tasks based on combination of dynamic adaptive and genetic algorithms in a cloud computing environment. The hybrid model aimed to cover the defects of these algorithms. Based on this model, an initial solution was presented for resolving the weakness of the genetic algorithm, the action of low speed as well as the weakness of the dynamic adaptive algorithm, trapping in local answers. In the proposed model, first, dynamic adaptive algorithm could find an appropriate solution for scheduling problem within a good time using the technique of searching required resources by KD tree and data retrieval in parallel. This solution, as an initial answer, was given to the genetic algorithm, and this algorithm performed the optimal research. Nowadays, the sustainable development has become an ideal and great challenge. The universities are obligated to realize this ideal in higher education, and undoubtedly, the role of universities in sustainable development is undeniable. In the meantime, the appearance of entrepreneurial university is a response to increasingly importance of knowledge in the national and regional innovation system and new understanding of university; i.e. the institution which is counted as a factor for development, knowledge and technology transfer, and the source of creative inventions, and is good and thrifty economically. Therefore, present research is conducted to explain and investigate the entrepreneurial university model toward achievement of sustainable development in Mazandaran universities. This research, in terms of purpose, is an applied research, and in terms of data gathering, is a descriptive research. First, by means of literature review and interview with experts, the primiarly questionnaire is designed and the principal indices of entrepreneurial university model are extracted. Then, the FDEMATEL is used to explore the causal relations between variables, and finally, the (FDISM) is used to design the structural model. Results showed, among explored indices, five variables play a causal role and five variables play an effectual role. Results of fuzzy weighting technique showed, among explored indices, the indices of vision, mission, and strategy in university possess the most weight and importance. Also, FDISM approach showed the variables have been categorized into seven levels, and the variables of vision, mission, and strategy in university, leadership in university, and organizational structure and design in university are more influential as infrastructural factors. Science and Technology Parks (STPs) and incubators, as major contributors to the economic development of the regional business enterprises, are committed to provide targeted support for entrepreneurs, improve manufacturing efficiency, and create economic growth in the community. In order to improve the impact of these supports, STPs and incubators periodically evaluate the activities of residents and, after identifying strengths and weaknesses, provide services tailored to each company's needs. However, it is worthy to ask, what indicators should the evaluation system include that can reflect a true and more comprehensive picture of the company's condition with presenting the company's core needs to the incubator manager? Therefore, in this research some general models of performance evaluation have been reviewed, and because of the benefits of BSC model, especially its compatibility to manufacturing SMEs, this system has been used for the principle of the current study. Then, based on 17 years experience of Khorasan Science and Technology Park in unlocking the region's manufacturing potential, and the opinions of experts in other incubators in the country and around the world, 104 critical indicators have been identified in evaluating the manufacturing SMEs. These indicators also were ranked using U Mann Whitney and Friedman statistical tests. The results showed that the "customer and market" is more important than the other three perspectives in BSC model, and "Market research" and "CEO capability and expertise" are the most important indicators and sub-indicators, respectively. In this paper, a comparative study of the history and different approaches of knowledge based economy as an influential concept in promoting national resilience and sustainable development in Iran and several selected countries (from developed and developing countries) is discussed. In this regard, while comparing policy making in different countries to establish a knowledge-based economy, we offer lessons learned for Iran to achieve a knowledge-based economy. One of the most important points drawn from the study of countries as joint focus points is the specific and sometimes unique nature of knowledge-based economy development policies in each country with regard to the industrial and technological context of each country. Accordingly, policies that have led to the development of a knowledge-based economy in a developing or developed country do not necessarily lead to similar results in other developing or developed countries, and may even have devastating economic consequences. It should be note that knowledge-based economics is not limited to advanced technologies. The main factor in achieving knowledge-based economics, in addition to advanced technologies, is focusing on innovation as the axis of enhancing productivity of economic activities and competitiveness that can span a range of activities. Include low and medium technology additionally, coordination and integration between players, especially policymakers and government players (institutions and organizations) at the highest levels is an essential requirement for the realization of a knowledge-based economy at national level.
